What is PPWR?

The Packaging and Packaging Waste Regulation (PPWR, EU 2025/40) is the European Union’s new legislation governing all packaging placed on the EU market. PPWR aims to reduce packaging waste and promote circular material use, replacing previous national-based rules with a single, harmonized framework across all EU countries.

It entered into force in February 2025 and first requirements will apply from 12 August 2026. Additional requirements will be introduced gradually over time. 

Main content of PPWR

PPWR consists of technical requirements for packaging as well as reporting obligations for the packaging waste placed on the market. 

The technical requirements will be introduced gradually as follows. The applicability to different types of operators and packaging types must be assessed separately. 

  • Article 5: Requirements for substances in packaging - from Aug 12, 2026
  • Artice 6: Recyclable packaging - requirements apply from 2030
  • Article 7: Minimum recycled content in plastic packaging - requirements apply from 2030
  • Article 8: Biobased feedstock - to be reviewed by Comission Feb 12, 2028
  • Article 9: Compostable packaging - requirements apply from Feb 12, 2028
  • Article 10: Packaging minimisation - requirements apply from 2030
  • Article 11: Reusable packaging - requirements apply from 2030
  • Article 12: Labelling of packaging - requirements apply from Aug 12, 2028

Extended Producer Responsibility (EPR) requires the producer placing packaging on the EU market to report packaging data and pay associated EPR fees based on the volumes and characteristics of the packaging. Under PPWR, each company should assess its role in supply chain within the EPR framework and determine whether it qualifies as a producer under the regulation.

Declaration of Conformity (DoC)

PPWR requires packaging manufacturers to demonstrate compliance through a Declaration of Conformity (DoC), confirming that packaging meets the applicable regulatory requirements (Articles 5–12).

UPM Plywood is preparing DoC documentation, starting with Article 5 requirements on substances in packaging.

PPWR regulates on Extended Producer Responsiblity. Where reporting lies with the customer, we can provide:

We are compiling information on regulated substances in WISA products commonly used in the packaging applications. This supports our customers in:

  • Assessing compliance with Article 5
